The Work is built with 6 floors with the height of 25 m, which has total investment capital of 7 million USD.

The Work is designed with modern and traditional architecture, which produces a harmony with the architectural complex of Vientiane Capital.

On behalf of all personnel of VLPC Director General Nguyen Thang Long undertook to mobilize all resources to complete the Project on schedule, ensuring timely service for the 25th Southeast Asian Games (SEA Games) to be held in Vientiane in December, 2009.

After the ground breaking ceremony, VLPC and the Government of Laos (GOL) signed the Memorandum of Understanding (MOU) of Xekaman 4 Hydropower Project Complex. The signing ceremony was attended and witnessed by the representatives of GOL, Vietnamese Ambassador Extraordinary and Plenipotentiary to Laos Nguyen Huy Quang, Deputy Minister of Industry and Trade Nguyen Cam Tu.

The MOU of Xekaman 4 Hydropower Project with the expected installed capacity of 74 MW formerly signed on December 19, 2006 between VLPC and GOL. However, investigations had shown it was essential to develop the hydropower project on a large scale with a widened reservoir to optimally develop the power generated by the river and to generate high economic returns.

Xekaman 4 Hydropower Project Complex has one power plant and five reservoirs with the installed capacity of 220MW, the total investment capital of about 5,523 billion VND, the annual average output of about 900 million KWh. Building many capacious reservoirs with seasonal regulation capacity will increase generating effectiveness of the Work, at the same time, ensure generating capacity as well as increase electric power of the lower scheme hydropower projects such as Xekaman 2, 2A, 1, Xanxay.

The Project Complex is scheduled to start in 2009 and generate electricity in 2013.
