GENERAL INTRODUCTION

General introduction

In 1998, the Governments of Vietnam and Laos signed a Cooperation Agreement on Energy Development with the aim of leveraging each country’s strengths and supplementing electricity sources, thereby laying the foundation for economic growth in both nations.

Based on the implementation of this Agreement and under the directive of the Prime Minister of Vietnam, on July 11, 2003, the Viet Lao Power Joint Stock Company (VIETLAOPOWER) was granted its Enterprise Registration Certificate by the Hanoi Department of Planning and Investment. VIETLAOPOWER was established with the primary mandate of investing in the construction of hydropower projects in Laos for electricity export to Vietnam. This contributes to ensuring national energy security and strengthening the comprehensive cooperation between Vietnam and Laos.

According to the Enterprise Registration Certificate (12th amendment, dated February 23, 2023), the business activities of VIETLAOPOWER include:

  • Investment and construction of hydropower projects, solar power plants, power transmission lines, and substations.
  • Electricity trading.
  • Surveying, designing, consulting, constructing, and installing power facilities.
  • Contracting and executing construction works in industrial, transportation, irrigation, civil, postal, aviation, port infrastructure, and urban and industrial zone technical infrastructure sectors.
  • Production and trading of construction materials.
  • Installation of machinery, equipment, and metal structures.
  • Domestic and overseas investment in projects under the Build–Operate–Transfer (BOT) model.
  • Investment and business operations in restaurants, hotels, and office leasing.

Currently, VIETLAOPOWER has a charter capital of VND 4,377 billion, with major shareholders including: Song Da Corporation – JSC, Asia Industry Development Invesment Consultancy Joint Stock Company, PetroVietnam Power Corporation – JSC, Loc Phat Vietnam Commercial Joint Stock Bank, and HMT General Investment Joint Stock Company.

With over 20 years of development, VIETLAOPOWER is presently the Employer of 04 Hydropower plants, 01 Power transmission line, and 01 Hotel and office complex in the Lao PDR:

1. Xekaman 3 Hydropower Project in Sekong Province:

  • Installed capacity: 250 MW
  • Total investment capital: USD 652.57 million
  • Commenced commercial operation on May 17, 2022
  • Annual electricity output: 1.0 billion kWh

2. Xekaman 1 Hydropower Project in Attapeu Province (comprising Xekaman 1 Hydropower Plant – 290 MW and Xekaman Xanxay Hydropower Plant – 32 MW):

  • Installed capacity: 322 MW
  • Total investment capital: USD 539.489 million
  • Commenced commercial operation on August 28, 2016
  • Annual electricity output: 1.2 billion kWh

3. Xekaman 4 Hydropower Project in Sekong Province:

  • Installed capacity: 80 MW
  • Total investment capital: USD 163.773 million
  • Expected to commence construction in the Fourth Quarter of 2025 and start power generation in 2029
  • Average annual electricity output: 308.91 million kWh

4. 230kV Double-Circuit Power Transmission Line from Xekaman 1 to the Vietnam–Laos Border (500kV Pleiku 2 Substation, part in Laos territory), total length of 70.67 km with total investment capital of USD 52.3 million.

5. Vientiane Plaza Hotel – Hotel & Office Complex in Vientiane Capital:

  • Scale: A 3-star hotel with 50 guest rooms and commercial office space. Located in the city center of Vientiane, the complex includes a conference room, event facilities, restaurant, and spa.
  • Vientiane Plaza serves as the Representative Office of Viet-Lao Power Joint Stock Company in the Lao PDR. It also houses the headquarters of the Project Companies in Vientiane Capital, as licensed by the Government of Laos to VIETLAOPOWER.
  • Total investment capital: USD 8.359 million

As the nation enters a period of transformation, VIETLAOPOWER has defined our strategic development orientation and long-term vision as follows:

  • Development orientation: To continue to invest in the construction and operation of hydropower projects in Laos; actively seek opportunities to develop renewable energy sources such as solar and wind power, etc. in alignment with Laos’ natural conditions. This contributes to realizing international commitments on green energy transition and sustainable development.
  • Vision: To become a leading enterprise in the power development sector in Laos, serving as a symbol of successful and sustainable cooperation between Vietnam and Laos in the energy sector.
