Dak E Meule Hydropower Project

Dak E Meule Hydropower Project has the total investment capital of about $171.8 million and the total capacity of 112 MW, including Dak E Moule 1 and Dak E Moule 2 Hydropower Plants.

Detailed information of the Project:

The Project will be implemented in the form of BOT with 30 year term. VLPC will contribute at least 75% of the capital, the Government of Laos - 25% of capital in maximum. 
Dak E Meule 1 Hydropower Plant with the design capacity of 45MW includes 02 plant units using Penton vertical axis turbine; Normal storage water level is 775m; Dead water level is 770m; Catchment area is 195.5km2; Reservoir areas at the normal water level is 0.75km2; The expected construction period is 4 years; Annual electric output is 184.5 million kWh.
Dak E Meule 2 Hydropower Plant with the design capacity of 67MW includes 02 plant units using Francis vertical axis turbine; Normal storage water level is 615m; Dead water level is 610m; Catchment area is 55km2; Reservoir areas at the normal water level is 0.0952km2; The expected construction period is 4 years; Annual electric output is 272.52 million kWh.
Financial Criteria of the Project:

  • Payback period: 11.4 year

The Project is located on the Nam Emun River in Laman and Dakchung Districts of Sekong Province, about 40 kilometers away from Sekong town as the crow flies. The Project has quite favorable topographic, geological and hydrological conditions and is located near to Xekaman 3 and Sekong 3, which are being constructed. Therefore, it is rather advantageous to supply electricity and building materials for the Project from both Vietnam and Laos.
According to the Memorandum of Understanding of the Project signed between VLPC and the Government of Laos on January 08, 2008, the Project is expected to commence in 2011 and generate electricity in 2014.
